On November 8, the first meeting of the first council of the Wuxi Internet of Things Innovation Center was held, marking an important step forward in the construction of the Wuxi Internet of Things Innovation Center. Li Xiaomin, a member of the Provincial Party Committee and Secretary of the Municipal Party Committee, delivered a speech at the meeting, and on behalf of Mayor Huang Qin, presented the appointment letter for the chairman of the expert advisory committee of the innovation center to Ye Tianchun, director of the Institute of Microelectronics of the Chinese Academy of Sciences. Xu Yiping, chairman of the first council of the innovation center, presided over the meeting, and Vice Mayor Gao Yaguang attended the meeting.

   Since the beginning of this year, our city has earnestly implemented the requirements put forward by the Provincial Party Committee to "build a national Internet of Things scientific innovation center" in Wuxi, closely focusing on the goal of "creation and achievement," establishing a leading group for preparatory work, and actively promoting the construction of the national Internet of Things innovation center. The national Internet of Things innovation center under preparation aims to "gather innovative resources, cultivate emerging industries, and support industrial upgrading," with principles of "global vision, market orientation, enterprise主体, government leading, reform-driven, service industry, open sharing," and functions including technological research and development, industrial incubation, industry services, and model innovation. Its core focus is to seize the high ground of Internet of Things technology innovation and break through the technological bottlenecks that restrict industrial development, exploring the construction of a new type of collaborative technology innovation system among industry, academia, and research.

   Li Xiaomin congratulated the convening of the meeting and the establishment of the council and expert advisory committee. He said that the significance of building a national Internet of Things innovation center is reflected in three aspects.

   1. Implementing the Provincial Party Committee's requirements and undertaking new mission key tasks.

   Provincial Party Secretary Lou Qinjian has repeatedly issued instructions regarding the construction of the national Internet of Things innovation center in Wuxi, fully reflecting the Provincial Party Committee's high regard for the construction of the national Internet of Things innovation center in Wuxi. Accelerating the establishment of the national Internet of Things innovation center is essential to provide a qualified answer to the Provincial Party Committee and to add a significant stroke to Wuxi's role as a leader in high-quality development in the province.

   Wuxi is the only national sensor network innovation demonstration zone. Accelerating the establishment of the national Internet of Things innovation center will form a "three-in-one" development pattern of the innovation center, the World Internet of Things Expo, and the Internet of Things town, truly transforming Wuxi's early advantages in the Internet of Things into leading advantages.

   Creating a national Internet of Things innovation center is conducive to further integrating various resources, promoting the close combination of the innovation chain and the industrial chain, and promoting the deep integration of the new generation of information technology led by the Internet of Things with Wuxi's real economy and manufacturing industry. Accelerating the establishment of the national Internet of Things innovation center will enable more effective exploration of new models and experiences in building a modern industrial system and an industrial technology innovation system, better paving the way for a strong industrial city to regain its vigor and showcase new appearances.

   Li Xiaomin pointed out that the positioning of the national Internet of Things innovation center should be grasped from three dimensions: "high," "precision," and "cutting-edge." Establishing a global perspective, clarifying the main attack direction, gathering top talent teams, and striving to build the Wuxi national Internet of Things innovation center into a "source of key technologies" for the Internet of Things, focusing on application research in areas such as high-end sensor design and manufacturing, future networks and collaboration, high-performance computing and data mining, achieving breakthroughs in key technologies, forming a batch of core independent intellectual property rights, and seizing the initiative for future development; building it into a "gathering area" for Internet of Things innovation talent, implementing talent introduction policies with greater intensity and precision, attracting a group of leading researchers in the Internet of Things and related fields globally, gathering a group of high-level innovative talents and teams with global strategic vision and management innovation capabilities, providing intellectual support for promoting the construction of the innovation center and the development of the Internet of Things industry; building it into a "demonstration point" for public services in the Internet of Things, creating a new type of public service platform, helping a wide range of Internet of Things enterprises solve common technical issues, industry chain docking, venture capital financing services, etc., through the commercialization of scientific research results, technology transfer, and industrial fund investment, and promoting the strengthening and expansion of the city's Internet of Things industry; building it into a "promoter" of Internet of Things industry development, focusing on the application chain and capital chain layout of the new generation of information technology industry chain led by the Internet of Things, with a focus on innovation chain layout in the industrial level and terminal consumption level, accelerating the cultivation of a batch of eagle enterprises, gazelle enterprises, unicorn-like enterprises, and listed companies, promoting the industrialization of major scientific research results and the diffusion of technology transfer, injecting new momentum into the strong industrial city.

   Li Xiaomin emphasized that the construction of the Wuxi national Internet of Things innovation center is a brand new work and an innovative undertaking. It is necessary to focus on long-term development planning while also focusing on current application work, striving to improve the effectiveness of the innovation center's construction. First, focus on goals and key breakthroughs. Highlight the application work, fully grasp the requirements of the guiding documents issued by the Ministry of Industry and Information Technology and others, accelerate the improvement of application materials, apply as soon as possible, and strengthen connections with higher authorities. Adhere to a problem-oriented approach, conduct operations according to the established plan, and address weaknesses and strengthen strengths in accordance with the requirements for building a national-level innovation center. Second, integrate resources and promote collaboration. Further improve the construction structure and innovation mechanism, achieve substantial results in technology research and development, result industrialization, product commercialization, etc., as soon as possible, attract leading domestic and foreign enterprises, key research institutes, and capable innovation teams to participate in the construction of the innovation center, and jointly create a strong atmosphere of mutual trust, cooperation, complementarity, and mutual benefit. Third, be willing to invest and maintain efforts. Continuously increase investment in construction, research, and support, ensure the needs for major key technological breakthroughs, industrial operation, and the creation of Internet of Things industry clusters, and formulate targeted personalized measures to attract high-level talents, accelerating the formation of a high-end talent gathering effect. Fourth, focus on the long term and enhance benefits. Strengthen independent tackling of key issues, targeting the world's technological frontiers, key common technological needs, and the main battlefield of the Internet of Things industry, organize and implement some major scientific research projects with significant influence and strong demonstration, accelerate the transformation of results, actively learn from mature operational models and profit-making methods at home and abroad, and improve the "self-sustaining" function of the innovation center, ensuring the stable and long-term development of the Internet of Things innovation center.

   Li Xiaomin stated that the Municipal Party Committee and Municipal Government will strongly support the work of the council, creating good conditions and an excellent environment for the construction, application, and development of the innovation center. He hopes that all localities and relevant departments will take the establishment of the council and expert advisory committee as a new starting point, undertake their missions, and live up to expectations, to create a national innovation center as soon as possible, making contributions to the high-quality development of Wuxi and the province and the country.

   The meeting was conducted in two phases. The first phase reviewed and approved the "Wuxi Internet of Things Innovation Center Constitution," the "Rules of Procedure for the Wuxi Internet of Things Innovation Center Council," and the appointment of relevant members of the innovation center council and expert advisory committee.
